Empty accounts on Followers?

I've heard other Deviants here commenting on this phenomenon before, but never took that much notice since I'd never personally seen it.  However, I am seeing more and more accounts created and then following people (such as myself), with no further activity on the account itself.  I can understand a person creating a "lurker" account, doing "faves", but not posting anything themselves, but these are completely empty accounts.  I've even gone back later to see if things have been added, but they are still empty.

If these aren't real, legitimate accounts, then it artificially inflates my "followers" numbers, but I can't see any way that they are are harmful.  However, my naturally suspicious Geek brain says that these accounts must be mining for something.

The one thing might be if person X created a real account with posts, and then created a few dozen fake "followers" (which then need to follow a few other legit accounts to make them look more real), then it could be similar to some of the SEO ranking games which web sites play to make them come up better in Google or whatever.

Any comments or ideas on what might be going on below the surface here, or if there is anything I can or should be doing in response?

NOTE that these are not comment-spam bots, or even overtly creating links to other people's posts here (trying to generate traffic).  Some of the accounts I have seen do seem to have left a large number of comments, but I don't know if they are the usual, unimaginative, "Nice work! " kind of notes, or something more specific.
